Proposal
HCC is proposing that a mechanism is introduced where annual Welsh Red Meat Levy (“Levy”) rates track annual inflation, to ensure that levy income is maintained in real terms.
It is proposed that levy rates each financial year would reflect annual inflation in the previous calendar year, as measured by consumer price index including owner occupiers’ housing costs (CPIH). This would apply to levy collected in Wales, and not to the levy HCC receives as a part of the redistribution.

NFU Cymru Livestock Board Chairman Rob Lewis said: “NFU Cymru is encouraging members to feed in their views by participating in the survey and attending meetings that HCC will be holding this November.
“As part of this consultation process and through their upcoming meetings it is important that HCC use this as an opportunity to set out how they intend to spend their proposed increase in levy income to deliver a return on the investment made by Welsh levy payers.
“NFU Cymru will be gathering feedback from members over the next few weeks, prior to the NFU Cymru Livestock Board meeting in December, to agree their response to the consultation.”
How to respond
HCC is seeking industry views on the proposal to link levy rates to inflation, using a tracker. Industry open meetings are being held across Wales during November 2022 as well as an online survey.

In addition to the specific Levy meetings HCC will also be engaging with Levy payers and industry stakeholders during their annual conference on Thursday, 10 November, and during the Winter Fair.
